The replies basically fell into 3 categories:
1) E. Niederacher sent db-1.85 and Stephen Jensen gave me the
address of his ftp server and the location of his copy.
2) Several respondents mentioned how to eliminate db-1.85 if
desired. I'll have to evaluate this after I examine db-1.85 in
detail.
3) Several respondents said they had no problems reaching
ftp.cs.berkeley.edu and suggested there was routing problem between my
site (in Massachusetts; opposite side of the US from Berkeley) and
Berkeley. I can ping ftp.cs.berkeley (most of the time, anyways) and
I just did a successful traceroute (round-trip time about 120 ms,
which hardly seems to be enough to timeout ftp). so I don't think
this is the problem. Yet ftp continues to timeout. Any suggestions
(I don't have this problem with other sites, some much more remote)?
