setting reset button behavior on AlphaStation 255 4/298?

I have a new AlphaStation 255 4/298 on my desk, and I can't figure out
from the manuals how to set the reset button to do what I want.

I want power-on action to be boot, and the reset button to halt the
machine to the ROM monitor prompt. The documentation only describes how
to make both actions be either halt or boot.

Any suggestions?
