CDE keyboard problem

How do I tell CDE that we have Spanish keyboards on our Alphas? I've got as
far as working out I need to set the LC_CTYPE environment variable, but when
I run locale -a I get
POSIX
en_US.ISO8859-1
as the only choices. So where do I get the information to set this to some
other value? Also, how do I get other choices apart from 'C' to appear in
the list in the login screen?
