Many thanks to the following for their responses:

anthony baxter <anthony.baxter_at_aaii.oz.au>
Stam Nicolis <nicolis_at_chiral.phys.univ-tours.fr>
"Rob Lembree" <lembree_at_zk3.dec.com>

First, after I did a full listing on my old systems, I found that X was
linked to Xdec, so Xdec IS the new X server, as the respondents pointed
out. Therefor, if I do anything that paints anything to an X-type
screen, it will become active. However, this still doesn't explain why
on my 3.2c system, I see a consistent .15-.30 load average; something
else must be running in the background, and I'll have to dig some more
to find out what it is.

Second, it seems that the X server does seem to take a lot of memory,
but the newer version (3.2c) works a little differently than the earlier
versions. It is dynamically loadable, and will pull in codes based on
what the user is doing. The 3.2c system supporst display Postscript,
and I do recall using the dxvdoc program to view some postscript files,
which probably accounted for the growth of the memory usage. According
to Rob Lembree, the newer versions should not have any more memory
leaks, so the -terminate flag may no longer be necessary. With it, the
X server restarts upon session termination. Without it, it resets,
which should be a lot faster.

Again, thanks for all the respondents, and I hope this information is
useful.
