Help on calculating OSF/1 Memory usage

Hello Gurus -

Memory usage on OSF/1 3.0 is driving me crazy. My system is an Alpha
2100 with 192 MB of memory, and after rebooting has about 64+ MB of
memory free, as displayed in TOP and vmstat.

After a while, the free memory starts dropping, and I start getting:
vmunix: swap space below 10 percent free
and
vmunix: fork/procdup: task_create failed. Code: 0x6

There is no abnormal activity, on the system, and not many ( for unix )
programs.
My main programs are Netscape commerce server and Sybase, ps shows them
both to be well contained.

ps auxw does not help me one bit, I added up the RSS values, which total
64 Meg.

The memory usually spontaneously jumps back up to 50 or 60 megs free. In
fact it usually jumps up before I run out of swap space.

vmstat -M shows nothing strange.

I looked in the manuals, and used kxdb to look at the disk buffers, and
they were OK.

Can someone point me to a tool that would tell me who's using the memory?
