Running two networks on the same backbone

Does anyone have any experience managing a Digital UNIX system where
there are two (or more) class C Internet licenses running on the same
backbone with a router between? I've figured out most of the problems I
was having before but now I can't make 'rwho' or 'ruptime' work on my
AlphaStation (on 199.234.162.nn) to machines on the other network
(192.102.232.nn). I'm not running routed or gated and have a static
route set up that points to my gateway. I can ping across the gateway
and telnet but rwho information doesn't seem to get across. I've even
gotten desperate enough to try 'ifconfig tu0 -promisc' to no avail.

Any help would be greatly appreciated.
