Locking users out of chfn?

I don't want my users to be able to change their name and other info
that they can change via chfn. Changing the protection on chfn
doesn't work, since it's just a hard link to passwd, and passwd -f
will let you do it anyway. I still want people to be able to change
their password.

Is there any easy way to do this? We're running ENHANCED security on
DU 3.2C if it matters. I suppose I could whip together my own
chfn-crippled passwd if I need to (it's just calling the right
routines, right?)
