Date on leap years?

I hate to admit it, but my two OSF/1 systems did not get it that this is
a leap year whereas the Ultrix and Solaris systems did. What a shame!!
Is there something I missed while reading the date man page or are these
systems simply not aware of such things? Is there are kernel
configuration I need to set (ie the timezone variable) or some other
setting to make these systems aware of such things?

Of course I will summarize.
