DEC popd and multiple pop Email users

I have installed DEC popd on an DU 3.2c system
I have setup a user in /etc/passwd called pop with a home
/usr/spool/pop and no password that is *
then I have created a file called POP in /usr/spool/pop/
and created user in the POP file. then ran the
/usr/lib/mh/popaka >> /usr/adm/sendmail/aliases; newaliases
command

But when I send a mail to the user it goes thru the sendmail.cf filter
which transform the address in user_at_pop .... which is fine but then
nothing happens ... it operating system error in the mailq

why ? no mail gets delivered ??
