Strange FTP behavior

What would cause the ftp server on my Alpha DU 3.2c to say 'busy'?
Specifically, I have several customers who frequently upload web pages
and recently they have been getting a 'busy' reply from the server. Are
the ftp logins limited much like the telnet logins?
