Configuring ttys for telnet

Hello !

I'm a new UNIX system administrator and I'm having a rough time configuring
my user's account in order to get them to use my server via telnet logins.

Depending on the terminalk emulator I use on windows, I get different
bahavior, most notably from the BACKSPACE KEY (On a PC keyboard) which:

1) Prints garbage, or
2) Does nothing
3) Or works temporarily if I issue a 'stty sane' command. As soon as I use
vi and exit, the key begins to err again...

I also have problems when using FULL SCREEN apps (Ex.: Oracle SQL*DBA, vi).
The cursor keys sometimes work.

I had the same kind of problems when I was only a USER of the system and I
wondered why my sysadmin could'nt fix it. I don't want my user to think the
same thing of me. I understand the problem resides in:

a) The terminal emulator I am using
b) My user's profile setting
c) Both

How do I set it up? Where can I get info (the doc is very 'vague') about
setting this ? What telnet+terminal emulation software do you recommend ?
