TCP timers

A question about tcp timers:

What options do I have if I want to alter some of the tcp timers; do I have
to do it 'manually' by altering e.g. one of the defines in
/usr/sys/netinet/tcp_timers.h, build a new kernel and reboot or can I do it
dynamically via sysconfig ?
Of course, the latter is preferrable, but ....

The reason I ask is that we have two systems (one Alpha and a Sun)
communicating over a slow serial line and some applications that exchange
data between these two systems exhibit irregular behaviour caused by
retransmits. Maybe some of you can provide some hints regarding this type of
problem ?
