Running RSH from DU to VMS

Good day, Managers:

I have come across this problem in the past, but it was only a temporary
implementation, so I didn't worry about it too much. However, this new use
will be permanent, and critical, so I figured that it was time to get this
sorted out.

We are running a process historian on a DU 3.2C machine, and we wish to run
a program on a VMS machine when a data event occurs. The triggering is all
set up, but when I run the following command on the DU machine:
rsh -l username vmsnodename _at_dir:[sub1.sub2]filename
All I get in return is:
UCX$RSHD - Permission denied - client user:username

I have set up a proxy on the VMS machine to allow username (which is the
same on both systems) to run remote commands, and it looks like the following:

VMS User_name Type User_ID Group_ID Host_name
username CD username
unixnodename

I have checked DU's man pages, and VMS's help screens, but neither seem to
answer the problem, can anyone out there in managerland help me on this one??
The software/hardware is:

DU: AS1000 4/200 with DU 3.2c
VMS: AS200 4/100 with OVMS 6.2, TCPIP Services 4.0
