OSF/1 V2.1 soft quota bug

Under Alpha OSF/1 V2.1 it appears that if you go to write a large file
and the amount of space remaining before your soft quota is reached is
a multiple of 8kbytes then you will never get the soft quota exceeded
notification.

Has anyone else encountered this? Is it a known bug? Is there a fix?
