Who should own "monitor" utility

Hi,

I recently added the top and monitor utilities to my system. After reading
the README that came along with monitor, I saw that "monitor should not be
run as root (sic)".

Who should own that software ? Should "ordinary" users have access to such
utilities or should I create a special "monitor" account ?

Also, I noticed that monitor's display was messy on a DecTerm window. It's
good on an XTerm, on the console and with a terminal emulator emulating a
vt100. I suspect (after loonking at the TERMCAP env variable) that the
DecTerm is identifying itself as a VT300 (or VT320). How can I arrange
monitor to work on a DecTerm ?
