classical IP over ATM on DU3.2d

First, the players:

        Alphastation 400 4/233
        Digital UNIX 3.2d-1
        DGLPB PCI ATM card (OC-3)

I am having trouble getting Classical IP configured with this configuration
and was wondering if anyone can lend some direction. First off, the card is
seen at boot and I can atmconfig it up, configure lis0 and setup PVCs between
other machines just fine. The problem comes in when trying to set it up as
either an arp client or server. Unfortunatley the diagnostic messages are
less than informative.

        23# atmarp -h client <myserverNSAP> <myserverIP>
        atmarp : Unknown error.
        This host is now a CLIENT on lis0.
        Connect retry value is : 0 seconds

        24# atmarp -h
        Host has not been configured for ATM ARP.

Trying to set it as the server is a little more informative (or more
confusing depending how you look at it):

        31# atmarp -h server
        atmarp: System does not have an ATM address.
        If ILMI is in use: Setup the host after the address is registered
        with the switch.
        If ILMI is not in use: Configure an address using 'atmconfig'.

However, the switch its connected to does successfully get this machine's
NSAP address with ILMI. And even when I manually configure its NSAP
addr (with 'atmconfig +esi'), I still get the same results above.

Has anyone seen (or more importantly, fixed) any problem like the above
regarding DEC's ATM cards and Digital UNIX 3.2?

We got our cards a while ago under a pre-release agreement with DEC and they
didn't include any additional software/drivers with them at the time. So I'm
basically running with stock 3.2d-1 drivers with regard to ATM. Did any
others received any additional or replacement drivers with their cards?

The only ATM related configs in the kernel I'm running is 'options ATM'. Is
there something else needed to specifically enable classical IP?

Also, if anyone has any tools for digging deeper into the bowels of ATM
under Digital UNIX and are willing to share, that would be most decent.
