Non-privileged user to reset passwords?

G'day folks,

We have a requirement to allow our helpdesk operators to reset OTHER users
passwords. Of course we DO NOT want to make the helpdesk operator a
privileged user (fox in charge of a hen house). We currently us C2/enhanced
security. I have tried to set up a menu script to call passwd but it does not
allow this non-privileged user to reset a password (even if sticky bit is on
for the calling script)

Has anybody out there been able to get this to work? If so how?
