shutdown account

I am attempting to create a shutdown account on an AlphaStation 600 running
DEC UNIX v3.2c. The console device is a graphics terminal on a PBXGA
(ZLXp-E1) controller.

Problem is I keep getting the following error:

    Moving control to CONSOLE device
    Could not send signal to "init".


Other particulars....

- I am running C2 security on this system.

- The account probably needs to be a UID of 1 or 0, but XSysAdmin will
    not let me create an account with either of these UID's as they are 'in
    use'.

- The account information is as follows:
             username: shutdown
             password: <there is one assigned>
             UID: 200
             shell: /bin/sh
             owner: system
             directory: /shutmedown
             primary group: daemon
             secondary
                  groups: adm opr system tty
    
- The .profile account has /sbin/init s as the last line.


Can anyone lend a hand here?
