MAKEDEV.local, Where it is?

Dear OSF/DEC-UNIX managers.
We have an Alpha running OSF/1 v2.1, we wanted to use the dialup utilities.
we didn't find the MAKEDEV.local script in /dev to make the ttyd0.
Nothing about that file in the sys admin manual.
Where is this script? Do I have to rebuild the kernel?
