Users unable to change passwords (HELP!?)

Hello all!

        I'm in a strange predicament here. I was tinkering with the
/tcb/files/auth/[a-z] files on our 2100 that's running C2. When I
wasn't happy with what the script I ran did, I restored those files from
tapes (dates intact). Now when users try to change their passwords they
get:

Password not changed: not authorized to change another user's password.

I can tell you:

-permissions on /usr/bin/passwd are right (suid to root)
-the files have been restored to their EXACT status they were in before
I munged them

Any reply will be better than what I've gotten from DEC...
