Basically, the answer is "NO".

Here is the answer from Tom, which summarizes everything:

Seriously, the .new..*, .proto..*, and .mrg..* files have a special role in
system management; they are used in support of update installations. If you
delete them, you will have no end of problems down the line.

You could, if you really urgently need the disk space, back them up to some
other medium (e.g., tape or a file on some other disk) and remove them, but
you would have to remember to put them back before you do an installupdate.

There is an "updadmin" tool provided on the system for dealing with files
such as the .PreUPD files that are left behind after an installupdate. Use
it to complete the work you started 6 months ago. It will find the stuff
you can safely remove, and help you back it up and then remove it.

DESCRIPTION

  The updadmin command invokes the Update Administration Utility. This
util-
  ity is used after an update installation (installupdate (8)) to manage the
  files that are saved during an update. If your system has not been
  updated, the utility will be present but you will not be able to invoke
it.

  The updadmin command invokes a menu-driven interface that allows you to
  manage the Unprotected Customized Files, Obsolete System Files, and PreMRG
  files. The saved files can be viewed, archived to tape or disk and
deleted
  to recover disk space.
