Creating Filesystems/Mounting disk

We received a new Alpha 2100/ Dec OSF V3.2 with 4 SCSI disk drives 1 2GB and
3 4GB disks. The root filesystem is installed on the 2 GB disk.
How do I create filesystems and mount them on the other 4GB
disks, making them automatically mount at reboot?
