suid perl stuff

I guess I have a problem here and don't know where to look for the solution.
We have a www server on an AlphaStation 255/233 running DU 3.2D. We have
some cgi scripts written in perl we want to run setuid. I have built perl,
I thought, with setuid emulation, but things aren't working. Is there some
place in the kernel I have to enable setuid scripts and such, or did I miss
something really dumb in setting up perl? I will send any/all information
needed to those requesting it to help. I don't know what all to include
here and would rather not make this a novel.
