Admin commands to users

Hello Managers,

        I would like to know how to allow certain admin commands to
users (e.g lpc, kill ,shutdown).Basically I want these commands has to be
used by an user without loging as root. We are using Digital Unix 3.2c version
on 2100 system . Any helps appriciated.
