[Q] Max processes per user limit

What (I suppose) is a dumb question, how does one modify the limits of
running processes (regardless of the state) for a user?

We seem to have a limit running on one of our main web servers and would
like to remove it (Digital Alpha 1000 4/266 128Megs of RAM, DU 3.2c).
