Question about "monitor" output

On one of our Alpha 2100 systems the command "monitor names" shows the
following output:

# CPU information.
#
DEC 2100 with 127.99 MB of memory.
The system was booted on Sat Oct 19 10:32:00 1996
and has been up for 17 days, 23 hours, 57 minutes.
CPU: 5% user, 0% nice, 21% system, 45% idle, 28% wait
#
                                             ^^^^^^^^

My question is about the 28% wait that the CPU shows. I suppose it
has something to do with the CPU waiting for I/O (disk/network) to
complete. Are there any other commands that can give more information
why the CPU is waiting 28% of it's time ?
