DEC has a set up a URL that contains Netscape and the shared library that

And by the way, what that URL provides is Netscape Navigator Gold 3.0
(renamed as `real-netscape'), an alternate libXt.so, and a wrapper
script (`netscape') which sets LD_LIBRARY_PATH appropriately so that
the alternate libXt.so will be loaded and calls real-netscape. This
works fine with other flavours of netscape as well, so if you don't
want to install Gold for some reason, it should work with plain old
Navigator.
