Slow HP3653 disk

Hi, managers..

I have a DEC3000-700 with a 1 GB system disk installed and two large
HP internal drives. (Actually I have two such machines but only
one is acting up).

All files on the system are accessible, and it performs all normal
functions, but it does so very slowly...often waiting a minute
to change between functions.. If you do a df on its disks which
are nsf mounted on the other systems, it will take about 30 seconds
and display one timeout message (NSF3 server not responding, still trying)
and then complete the operation.

Ditto with the self-tests on power up... the disks are there and show
up OK but they take FOREVER to do it. Even the small system disk.

Now on the two 9 GB disks there is a jumper where you can select whether
the disk spins up on power-on or only when it is accessed. Currently
I have it in the position where it is spin-up on access... its a significant
saving on heat loads and these little internal drives are veritable
furnaces. But would switching the jumper to spinup at power on solve this
problem? If so, how come it took this problem two months to happen?
