OSF-USR PAK is outdated, too many users

Hello managers,
   I cannot login to my machines. From the console I get a message:
"too many users are logged on already. Try again later"

and the console log says:
"OSF-USR PAK is outdated"

I cannot check out the main list archive as the URL is stored on one of these machines. I am reluctant to reboot the system as there may be valid jobs running. I will do it if necessary. Any advice please help. I can't login otherwise.
