User cannot login with CDE

Hi,

after updating from version 3.2 to 3.2d-1 only root can login at the
CDE-login.
An user gets the message
Sorry, Maximum number of users already logged in.

This is strange, as we have an unlimited user-licence.
Login from another machine makes no problems for users!
Root can login without problems

How can I fix this problem?
