Performance evaluation problems (Reference please)

I've noticed that most tuning guides (ex.: DU, oracle) tell you about
"high" or "low" values. For example: "If the disk activity is too high",
"If your system is paging heavily", etc... The manuals tell you how to fix
a problem, but they give you no clue for determining if you indeed have a
problem. I mean, you need a reference point to know if you are over or
under a certain limit. I want to know what these key values are.

Example questions:

"What is a HIGH I/O rate, what is a NORMAL I/O rate, etc...". Where can I
get the information ? It probably depends on the underlying hardware, but
where can I determine what is the EXPECTED level of performance of, say, a
disk device ?

It is the same with paging/swapping. With vmstat, what should I look at, to
determine if my system is paging or swapping TOO much or not ?

I'm trying to get the maximum performance from my servers and I don't have
any reference of what "good performance" or "normal performance" is.

Any pointers, discussions, would be appreciated.
