Q: C2 security upgrade

I am considering upgrading one of our machines to C2 security. The
machine is an Alpha Server 1000 running DU 4.0B. The machine has between
5000 and 6000 accounts.

My first question is about adding and removing accounts. Are there any
utilities that are compatible with C2 and can add and remove large
numbers of accounts? This includes adding predefined passwords for the
accounts.

My second question is about disk space. It is my understanding that
additional user data files are stored on the / file system under /tcb.
How much space can I expect these files to take up with this number of
users? If I don't have enough space on the / file system, can I move tcb
to another file system and create a link?

Is there anything else that I should be considering with this upgrade?
