[Q}:How to add fonts to Xserver?

Hi, gurus,
  I want to add some Chinese fonts in our DU systems. I don't
like to let every users to add a command "xset fp+ ..." in their
.login or .xinitrc files. How to add a font to Xserver automatically
when systems is booted up?
