accessing the floppy disk drive in du.

i've tryed the following to get to the floppy drive on our
apx2000, du 4.0

      fddisk -fmt /dev/rfd0a
      disklable -wr fd0 rx23
      newfs /dev/rfd0c
      mount /dev/rfd0c /floppy

all the system gives me is
         "/dev/rfd0c on /floppy: Block device required"

any suggestions on what i'm leaving out?
