ftp not in /etc/passwd

Before anyone else makes the suggestions, yes, ftp is in my passwd file.
here are the lines from /etc/passwd (and /bin/false is in /etc/shells
and the group 999 exists in /etc/group):

ftp:*:9997:999:anonymous ftp:/usr/users/ftp:/bin/false
ftp1:*:9998:999:guest ftp:/usr/users/ftp/./:/bin/false

thanks, so far, but logging in as a real user, user beckers, also does not
work, but the only error I get is, login incorrect, and I am typing the
right password. I also get this with no password for beckers.
