Securing FTP

HI,

I need to allow ftp access to users to place files in pre-defined
directories off their home directory.

I do not want them to be able to access directories outside their home
dir.

I know that this can be done (sort of) with anon ftp as it does a
"chroot" command when logged in.

Is there anyway i can do this with normal ftp. I do not want to enable
non ftp.
