[Q] quantum adjustment for time-sharing systems?

Folks-

We have an AlphaServer 8400 with 4 CPUs which handles both batch (via Cray NQE)
and interactive services. When the system is loaded, it responds sluggishly
to the interactive users.

On other systems I've seen, this behavior can be compensated for through time
slice adjustment. However, the only mention of this in DEC's documentation
is with respect to round-robin scheduling (SCHED_RR).
