Both suggested that the spool directory, in my case /var/spool/news
was most likely owned by user root, it should be owned by user news.
They were right on. Thanks again to them.
I have since corrected the news spool directory ownership and protections.
Since I have been running INN for 2+ years, I know this and should have
checked it myself. Shame on me!
