kernel problem

We're running a high-traffic web counter service on Digital Unix 4.0b.
This morning, at about 260 total processes and 120-160 Apache processes, I
noticed that the Apache processes were not dying, and not sending anything
to the clients. General internet performance slowed to a crawl as more
and more Apache processes appeared and refused to die.

We have 128 MB of RAM and 1 Gig of swap space, so memory is not the
problem. An advisor mentioned a potential problem with 'mbuffs', a kernel
parameter, but I couldn't find any mention of this in the documentation.
The Digital site had some useful recommendations on tuning kernel
parameters for web servers, and though I changed most of these, still the
same problem.

Any ideas?
