To subscribe to VMS list you have to send an email to :
MailServ_at_DECUS.ORG
with "Subscribe OPEN-VMS-SIG" in the body of the text

send a message with a line like the following in the body
(the subject is ignored):
SUBSCRIBE INFO-VAX Your Name
to info-vax-request_at_mvb.saic.com

There is a mailinglist that is gatewayed to Usenet newsgroup comp.os.vms. It
may be easier to read the news. Volume seems a bit high to me for mail. See
