Hashed passwd database does not match the /etc/passwd file

Gurus,
I tried to change a password with the following results:

Changing password for rkj.

New password:
Retype new password:
Hashed passwd database does not match the /etc/passwd file. Rerun
'mkpasswd /et
c/passwd'.

/usr/sbin/mkpasswd /etc/passwd
and nothing happens!

No C2 security
                                                   
is there anything short of running a restore?
