SUMMARY 2: dxaccounts quit creating quota for new users

Hello managers,

I think I just received the answer to my question about why
dxaccounts sometimes "automatically" creates disk quotas for
new users. Tim Mooney guessed correctly that every once in a while,
I would delete some old accounts and that they were the source
of the "automatic" disk quotas for my new accounts. Many thanks
to you, Tim! The effectiveness of this list for osf managers like
me is due to participants like you. Please see Tim's response below,
followed by my SUMMARY No.1, and finally, my original post.

Sorry for the late reply, but I thought I would check with you on this.
By any chance, are you re-using uids? I mean are you purging users and
then re-assigning their uid to some new login? That would explain why
you're seeing this phenomenon, since the quota.{user,group} files don't get
cleaned out when you purge a user unless you explicitly set the user's
quotas to 0 on all filesystems before you actually delete them from the
system.

Well I got no responses from this list.  I submitted the question
to Digital support (via DSNlink) and their response was that
dxaccounts has never been set up to give default quotas to newly
created accounts.  
More recently, I've discovered that the dxaccounts GUI sometimes
does, and sometimes does not, "automatically" create quotas with
the newly created accounts.   I leave the GUI running most of
the day in order to create new accounts AND modify existing accounts
intermittently as the need arises.  I'm guessing that what may
be happening is that somehow dxaccounts "remembers" someone's quotas
(from some already-existing users that I previously pulled up
to modify) and just creates quota along with some -but not all-
newly created users.
That's purely a guess on my part.  However, I am quite sure that
this IS HAPPENING -- I've got 2500+ accounts on my system, and it's
growing daily.  When I get a stack of new account applications and
then create several new users in succession, some end up with quota
and some don't.  I'll attempt to persue the problem with Digital
Support.  Perhaps one day I'll be able to post the answer to my
problem.  My original post is below.

Hello Managers,
Is there a "switch" that causes dxaccounts (DU 4.0B) to automatically
set default quotas for newly created user accounts?  Until recently,
dxaccounts created new accounts on my system WITH default quotas
automatically, but now, after creating each account, I have to go back
and do the "edquota -p proto_guy new_guy" command for each new account.
Anybody got any ideas about what I accidentally switched off, deleted,
reset, etc. ???   I'll summarize.   Thanks in advance.
