silly licensing things?

I received a 1000A 5/333 machine from Digital with Digital Unix already
installed. I can log in as the root user, but NIS users and local
/etc/passwd users can't log in from telnet or the CDE login screen. The
message is:

Too many users logged on already.
Try again later.

I suspect that this might be a licensing issue, however, an "lmf list"
command yields the following:

Product Status Users:total Active

OSF-USR active 4 0

This seems to indicate that I have 4 user licenses and that none of them
are being used, so I should be able to log in.

I'm getting messages on the console that say:

Can't find an OSF-BASE, UNIX-WORKSTATION, or UNIX-SERVER license PAK.

Is this related? Any ideas how to fix this problem?
