OSF1 V4.0 564 alpha

I blew away this package, OSFTCLBASE410, because it was
in my way of using a current version of tcl. Now I see
that the setup scripts don't work:

# /usr/sbin/checklist
2965:/usr/share/sysman/bin/sysmansh: /sbin/loader: Fatal Error:
cannot map libtclx.so

I think they warned me on this when I blew it away.
The question is, did it also kill the non-graphics version:

# setup
/usr/sbin/setup[15]: /usr/sbin/create_setupconf: not found
/tmp/setup.conf: no such file or directory

or did I do this to myself in some other random act to slash
and burn sys administration? How to repair?
