Enhanced Security/Account Problems

Managers -

Hope you can help or else I will be very busy with vi for quite some time.
Here's the situation:
I have just been handed the administration for an Alpha OSF 3.2 box running
enhanced security. There exists 3000 user accounts which have Nologin in
the passwd file, as well as the wrong home directory. This is not so much
the issue; the problem is that the individual account profiles under
/tcb/files/auth have u_pwd=Nologin. The previous sysadmin's intention was
to force the user to choose his/her own password upon first login. That
was a good idea, but I believe he had to manually remove the Nologin entry
from both of these files inorder to activate the account. How can we let
the user set their own password without having me edit 3000 accounts.
Please say this can be globally done.
