SUMMARY: Converting users from 3.2 to 4.0

Sorry this has been so long in coming but the last weeks of summer at a college
are the worst time of the year. At any rate, I'd like to thank the following
folks for their suggestions:

In a nutshell, I hadn't realized that the /tcb/files/auth/*/* files from 3.2x
were moved into /tcb/files/auth.db. Given that bit of information we were able
to make it all happen without a hitch.
