Resolving Printer Lock?

Good Morning:

A network printer is responding with 'waiting on lock on <printer
name>' and nothing will print. Printing is facilitated via LAT
service. An example of a configuration line in latstartup.conf is :
 latcp -A -p tty03 -H ts9001 -R qms1660

My current OS is DU 4.0B.

Could anyone help explain what is happening and how I can resolve this
problem?
