Summary: Configuring a time server.

Many thanks to the many people who responded to my email. The query :

 We have several networked DEC Alphas running DEC UNIX 3.2g. We want to

The function is served by the xntpd daemon, configured by ntpsetup. You go
into ntpsetup and tell the server which of the other servers you want it to
take its time off - rather that its own local clock. You can specify one or
more. Once this is done all the configured servers pull into line with the
"master servers" - who pull into synch with each other.
