Running trace gives 'PIOCPSINFO: operation would block'

'trace sqlplus' gives 'PIOCPSINFO: operation would block'
 
An oracle customer is getting this error when running a trace
on SQL*Plus, an oracle client program.
 
Basically, they can't use SQL*Plus to connect to the Database
via a TCP/IP connection if they are not the oracle uid. It
fails with a UNIX broken pipe message.
 
To troubleshoot the problem I supplied 'trace' and this works
as expected for the oracle user, but not for an alternative
user. The other user gets the above message.
 
It seems to me that this could be related, having done the normal
troubleshooting we do for network problems.
 
Any ideas/suggestions much appreciated ?
