Hi,

  Original message was questioning Dec's decision about not sending
4.0C do OS subscription customers.
  Even though some responses agreed with Dec, the majority did
not like the decision. Quite a few of them was *forced* to buy
4.0C separately and some still does not have it. One response
showed what the exact problem is: he had a PWS deliver with a bad
system disk. Field service replaced it, but he *needed* the CD
to use the machine (as the replacement drive did not have factory
installed software on it).
  An alternative suggestion came is: to avoid confusion about 4.0C
(which is identical to 4.0B for older machines -- I was wrong on this
one) which is clearly visible in the archive of this list, Dec should
ship a 4.0C with new machines so everybody who needs it (and responses
agree that you do need it) will have it and ordinary customers will
not be confused.
  Anyway, today I received 4.0C. I even got the 'full' set (manuals, etc.)
as opposed to the usual CD-only package.

P.S.: I don't know how this helps the guy in Australia who spent so
far 3+ months and got brushed off so far by local Dec.
